      A shutoff is a medical event for these customers. The difference between a warning and a countdown is whether anybody knows how many hours they have. Today nobody does. And when a Medical Baseline customer does not confirm your notification, your own protocol sends a person to knock on the door. This hands that crew a shorter list, sorted by battery hours.

      Why this matters in your territory

      Fountaingrove and Coffey Park are suburban streets, not remote forest. The people who could not get out were on ordinary blocks with ordinary addresses. You had every one of those addresses. What you did not have was who answered.

      You already have to reach these people. Access and Functional Needs rules and the Medical Baseline program exist precisely because some customers cannot act on a text message. Today the record shows what you sent. It cannot show who answered.

      Read from the decisions themselves, not from summaries, on August 24, 2026. Each guideline remains in effect on its own terms: Phase 2 adopted its guidelines in addition to Phase 1 and ESRB-8, and Phase 3 did the same again. Nothing here is a statement about any utility's compliance.
